Empty Temporary Internet Files

In Internet Options, under the Advanced Tab, I have checked to "Empty
Temporary Internet Files When Browser Is Closed". Unless I don't understand
how this option is supposed to function, it is not working. It also never
worked with my last computer with W/98. Is this supposed to do the same
thing as "Delete All Files in Temporary Internet Files" under the General
Tab? I can shutdown and reboot and the files still have content until I
delete them manually or do a disk cleanup.

Downloaded disk cleaner. Checked boxes I wanted to clean. Saved important
cookies and named the program as"FHHG" to save configuration. Next time I
open the program, all the boxes are unchecked??? Can't contact the site, so
I was hoping you could help.
