Emails aren't sent immediately

Am operating XP Pro and Outlook 2002 (XP).

I have one system that refuses to send emails immediately. I have gone back
into the settings and verified that the "Send immediately when connected"
box is checked. The system appears to wait until the "default" automatic
send/receive time has elapsed.

Any thoughts would be appreciated.

State your mail account and connection type.
Look in the File Menu. See if you aren't checked to "Work Offline"
 
Dang...it had been set to work "offline" and then not restored; however, how
does that explain the fact that the auto "send/receive" would send the email
out?

Depends on your setup, which you still did not explain.
Automatic polling can override the Work Offline status.

oops....pop3 / cable modem

I have another system that doesn't "snd/rcv" while it's offline (and
otherwise scheduled to check every 15mins); also, from what I can tell the
accounts are configured similarly.

Automatic polling is a moving target. It has been handled differently in
each successive version of Outlook. Normally, the Work Offline setting will
override an automatic polling setting, but it may depend on which was
enabled first.
