I was using windows mail, tried window live, neither worked. But I can

Which antivirus are you running? Some of them are not very compatible
with Windows Mail.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no protection not provided by the regular
resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.

I am using trend micro anti virus. I turned off scan outgoing mail. Nothing
goes through.

Disabling the mail scanning in Trend Micro is seldom sufficient.
Do a trial uninstall of your antivirus, reboot, then try Windows Mail again.
If no improvement, you can always reinstall that antivirus.

If there is improvement, you have two options:
a) Replace the antivirus with a more compatible one. We can give you
recommendations for some free antivirus programs.

b) Upgrade Windows Mail to Windows Live Mail:

Then reinstall Trend Micro, but be sure to leave its mail scanning disabled.

I reinstalled Trend Micro, still cannot send. I have a laptop, windows XP,
Outlook mail. Same trend micro, and webroot no problem I can send from it.
It must be a problem with Vista and Windows mail or Live mail. But I still
can't send email on my desktop. Thanks again Francis

You didn't mention Webroot before. Several people have reported
success after turning off Webroot's interaction with email.

Windows Mail is especially prone to suffering bad effects from
aggressive security products. One option is upgrading to Windows
Live Mail, because it isn't bothered by security programs to the same
extent as Windows Mail:
