A fax document is a picture. You have to use optical character recognition
software to convert the picture of a text page to real text so that it can
be edited with a word processor program. The fax file itself is a tagged
image file (TIF) and the picture itself can be opened with the Microsoft
Document Imaging program or with the Microsoft Fax and Image Viewer, which
is a DLL file which uses RunDLL32.Exe to work.

I Think U did not understand my problem.
I want to edit the fax document with Microsoft paint or PhotoShop, I can
edit only the first page, if the fax contain some pages end I want to edit
the second or third page I cannot do it.

Since the document is actually a photo and each separate page a photo, you
need to open them in a fax view and then save each page separately in order
to work with each page. Normally a program such as Paint does not recognize
additional pages as it's only set to work on one page at a time.
