E mails Iam sending are not being received by recipents??

I am wondering how to fix a problem with my sent email messages. It seems I
can receive emails but every email I send out says its sent but never is
actually being received in recipents email inbox?

If the message you send ends up in your "sent items" folder, then the problem is not at your end.
The problem lies at the receivers end.

It could be that your ISP is blocked by your recipients ISP.
You recipients should check with their ISP.
 
Does that problem occur with many different recipients?
When you send an email to yourself, does it arrive in your Inbox?
