Do you have any DVD player software installed? I would recommend upgrading to
the newest windows media player through windows update, and checking the
settings to make sure it is set to play DVD's as the default player. Other
dvd software does exist, including powerdvd which is quite good. Doing a
google search will probably find other's.

Are you talking about DVD movies? Have you installed software to play DVD
movies? Windows XP does not come with such software, and you need a
third-party product.
What happens when you insert a data DVD, and go to the drive in My Computer?
Can you see the files on it? Can you open those files? If you get an error
message, please quote it verbatim.
If you right click on your DVD drive and choose explore does anything come
up? Or if you double click on the drive? It may just not be set to auto-play
data. Otherwise I would recommend completing a windows update and updating
all patches if you have not done so already, and try reinstalling the DVD
drive as a last resort.
