Downloads and "win logo mess."

I have been having issues with IE freezing, have tried to down load(from winIE site) some fixes,message comes up stating product does not pass logo testing???? on own site???? Baffled, bothered and plenty bewildered. This has also happened with another download attempt from same site. Also i am getting the auto updates fine, but to go in to update site and mannually try to load anything , check system flashes thru, (1/2 sec) then error mess. stating download incomplete, and saying security settings maybe to high (not) didnt say yes when prompted( never had a chance to say yes, no or kma)or Active X must be enabled, How the heck does one do that????
New puter, new system and I had just a bare inkling bout the old one! any help will be greatly appreciated. thanx.

wasnt able to, mess read unable to read source file try
again later.
