Download Restriction

Can someone please tell me how to restrict dowloads for a
particular user in XP, i am the administrator and my
brother the idiot keeps downloading all this junk for his
mobile phone and viruses. please advise me how to stop
his downloading all together on his user account. please
email me on (e-mail address removed), i would appreciate a
responce and thank you ver much who ever you are,

Strip down his profile of most privileges.
Start\Run\control userpaswords2\Select user\Properties\belongs to group\drop
down
window.. select the most limited user.
In the C:\drive change his permissions to read and write...

Configure your Internet Options to : Security tab\select
Internet\Personalized Level\
in the scroll window go to Downloads\file downloads\disable.
