Group Policies not restricting consistently

Hi,
My goal is to apply local policies to all users except administrator on a
workstation.
I've managed to restrict access to the internet for users by creating a
dummy proxy server in the Group Policies settings and allowing administrators
to have access. Changes had to be made through the registry.pol.

The problem I'm having is when I logon to a user for a 2nd or 3rd time, the
polices don't restrict anymore. Is there a way I can make the the group
policy (dummy proxy server) BE consistently restricted as a users and NOT
restricted for the administrator. What do you think? Please advise.

Did the user manually change the proxy settings? If so it will not get
changed back again unless GP has been changed again or you could try
gpupdate /force. When configuring proxy settings you want to make sure that
you prevent the user form accessing the settings which can also be done via
Group Policy. --- Steve
