Group Policy restrictions

I am trying to change group policy locally on my workstation for users when
they logon. I don't want the policies to restrict the Administrator. The
problem is when I do this, even the Administrator is getting restricted group
policies. What can I do to ensure that a regular user is getting restricted
policies and the Administrator is not getting restricted policies? Please
advise.
