Download problems.

For some reason when I download a zip file with IE and the open it, the file
turns out to be a previous version of it. For example if I download file
X.ZIP today. And then the file is updated on the web page tomorrow and I go
and download it after it was upgraded, then IE will display like it is
downloading the file and when it is done and I open it the file is the same
as the first download. Any one has any idea what is going on?

Answer: I found it.
In the IE-Options->security, I had to allow "META REFRESH".

Your TIF index may be corrupt. Remove it and a new one will be created.
Delete/Empty Temporary Internet Cache completely
