Yes it does. The object behind standby is power saving. The hard drives use
a great deal of power. If it didn't switch them off, it wouldn't be much
good at it's job.

Then what is the point of the 'turn off hard discs' option in the power
settings - isn't this the same as standby - and if not would you want to turn
the hard discs off without going into standby? Or is standby merely a
combination of turning off monitor + turning off hard discs?
You have a good point. I would "never" want to turn off the drives unless I
went into standby, but then - I am using a desktop computer. Maybe a laptop
owner would.
