Display problems at login screen

I built a PC that I sent to my friend in australia with Windows XP Pro. It worked perfectly when I had it here, and I did adjust the power supply when it was shipped to accept the higher voltage of their outlets. SHe just got it today and everything looked good, she got splash screen and loading screen, but once she got to the login/select user screen the screen goes all fuzzy and she cant make anything out, its just a jumble of colors. I had her boot it into safe mode and it worked, but when we went to select refresh rates the option was grayed out and just said automatically detect settings. We also rolled back the drivers and it still wouldnt work in normal mode. The PC is set up like this

Athlon XP 260
512MB 333MHz ra
radeon 9700 pro video car
350 W enermax power suppl

As I said the PC worked just fine at my house for a week after I built it, and then shipped to her. Her monitor is kind of old, she was using with a 800MHz P3 TNT2 system which it still works with, it just wont work with the PC I sent her, and unfourtunantley she doesnt have any spare monitors there to swap it out with. Any Ideas what is wrong here and how to fix it? I sent this to her as a gift and I really really want it to work for her. Thanks in advance

The first thing I'd suspect in a computer that's been shipped anywhere is
that something's come loose inside. It's a good idea to check that out, even
if everything is working; you never know when something might decide to
short out and do serious damage.

if that's not it, there's some incompatibility between the video settings
and the monitor. Have you tried starting in VGA mode? From there, you might
be able to fiddle with the display settings. Besides the video card
settings, check the monitor settings as well. Is it detecting the monitor as
plug and play, default, unknown...?

I will check this later on when I am able to contact her. What exactly is VGA mode? I think her monitor was being detected as <Use Default Devices>
