DirectX 9.0 won't install

Having a problem with DirectX 9.0b. It says "DirectX did
not copy a required file." And "installation failed."

Already Tried:
Updating Drivers -- done
System Restore -- couldn't restore that far back
Cryptography -- on
Uninstall -- can't be done.

Any ideas?

Hi Zach!
At first uninstall DirectX 9. Run "DirectX 9 Uninstaller" :-

Now in the 2nd step try to install DirectX 9.0b from:-
http://www.microsoft.com/windows/directx/default.aspx
