Incorrect file versions - directx 9

I am having a bit of a problem with directx and can't find an answer, here,
so far.
Dxdiags reports directx 9.0b and when I try to update to 9.0c, it closes
almost immediately. Under the directx file tab, d3d8.dll (vers.
5.03.0001.0904), ddraw.dll (5.03.001.0904) and d3dim700.dll (5.03.0001.0902)
are flagged as incorrect versions, as well as in the notes box. I'm told, in
notes, I should upgrade to 9.0c. Any ideas on how to fix this?

DirectX 9.0c is included when you install
Service Pack 2 for Windows XP. I recommend
that you install SP2 at your earliest convenience,
then visit the Windows Update web site and download
all the subsequent critical updates for Windows XP.

I have sp2 installed. What I did, as a dirty work-around, was to do a search
for these dll's and copy them from the i386 subfolder into the system32
folder. Now, I don't get the incorrect file type alerts. However, Dxdiag
still shows vers. 9.0b, instead of 9.0c.

1. Go to Start > Run and type: CMD , and hit enter.
2. In the Command Prompt window type: SFC /SCANNOW
and hit enter. Have your Windows XP CD available.

After running SFC:

Go to Start > Programs > Accessories > System Tools >
System Information > View > System History

No changes noted in system history. Files or registry isn't being updated
properly, is my guess. I continually run spybot, ad-aware se and windows
defender and keep my antivirus updated and the last scans didn't show
anything. This may or may not be related, but on starting dxdiag, I get this:
Error: Problem getting extra sound info. Result code= 0x80070057 (Invalid
arguement(s)). Occurs twice more, when WHQL detection is happening. My sound
card is a SB Live! 24-bit, with updated drivers. In fact, all drivers are
current, as is the bios. Noticed a bit ago, that under the video tab, in
notes, it shows 2 registry errors. Registry Errors Found:
