directx 8.1 installed according to dxdiag, 9c installation says 9c is installed

recently did a BOOT FROM A LAST GOOD KNOWN POINT at boot prompt and reversed
back to dx8.1
i did a webinstall of 9c and the install took very short time, as if nothing
installed, but it did say all went smoothly.
dxdiag still shows dx8.1
tried doing 9b, its install telling me that a newer install already exists.

how to fix?
