digital signature problem

Hi. My girlfriend is having a problem with running a program. Whenever
she tries to run it, she gets this message:

Survival Project Launcher - Security warning

Windows has found a problem with this file.

Name: EGamesPlugin.cab
Publisher: Unknown Publisher

This file was blocked because it does not have a valid digital
signature that verifies its publisher


She searched for that file, and it just wasn't there. What was suppost
to happen was she was suppost to get a signed program download to pop up
and ask her if she wants to run and install it. She isn't getting this
message, so my thought is somehow the signed program downloads have
been disabled. Does anybody know how to fix this?

Internet Options in Control Panel, Security tab, "Custom Level" button, see the 'activeX" options. Also, on the Advanced tab, the
security area has some checkboxes for certificates.
