dialup modem too slow on XP

I just bought a new AMD Athlon 2800+ with XP SP2. I use IE6 and installed
ATT 8.0 and NetZero and a manual DUN connection to Att. None of them are up
to speed. I get around 20kb /sec, and the pages either don't load or take 5+
minutes. I never had this problem with Win98. The modem I use on WinXP is
HSP56 MR(SiS) modem by Conexant. When I installed the drivers that came with
the CD, it said the "HSP56 MR (SiS) has not passed Windows Logo testing to
verify compatibility with Windows XP...contact vendor for software". I
bought this system from a small Chinese shop. When I called, they said it's
ok, just click "continue" and install the driver and they are in touch with
Microsoft to get it approved etc. Is this a hardware or software problem?
I've looked for other drivers online but didn't find any.
Does anyone have any experience with this modem and compatibility issues?
