Dialup connects but not working

Win XP Home, Dialup Recieves Error 720,
I reset Internet protocol (TCP/IP) - no change,
I followed the recover from Winsock2 corruption - no change,
The TCP/IP in the dial up network configuration is grayed out & IPCONFIG
returns nothing (blank). I tried to install Win XP SP2, but it errors with
"file not found" but the same SP2 file installed correctly on 3 other PCs.
Any suggestions?
