Dialer.exe, TAPI3.DLL

Phone dialer does not show up in accessories/communications. When I go run/start dialer.exe I get this error message; "Failed initializing a delephony service component (TAPI3.DLL. System registry may be corrupted. When I go to Control panel/Phone and Modem I get the following message; "Phone and Modem services can not be opened. You may have a problem with your telephony services."

I have run Windows XP repair, but the problem persists. HP support's solution is to format the drive and reinstall Windows XP along with all my other application software, about a two day job

There has to be an easier solution to this problem

Your time and consideration would be appreciated
