dialer.exe not using dialing rules

I have area code rules defined via the "Phone and Modem Settings" button within the dialer.exe program. When I enter a phone number, it is not using the area code rules, nor the long distance dialing code defined.

Any ideas?

As indicated by the following KB article: http://support.microsoft.com/default.aspx?kbid=247192 the phone number has to be in canonical format for the dialing rules to be used.
