I cannot use windows Mail at all because when I open it, it gives me a prompt
for a dial up connection. I am already connected to the internet via
ethernet. What do I do?

Click on Tools, then Options, then Connection. If there's no check mark
in the box before Ask before switching dial-up connections, click on this
box and then Apply. If there's a check mark in the box before Hang up
after sending and receiving, click on this box and then Apply. Click on
Change and then Connections. Click on LAN settings and then OK.
Click on Apply and then OK.

In addition to the advice Robert gave you, go to Tools, Accounts,
select your mail account, Properties, Connection. Make sure
there is no checkmark in the box for "Always connect ..."
If you have more than one account, do this for all accounts.
The intent is that Windows Mail will use whatever connection
Internet Explorer uses.

Are you running a non-compatible antivirus such as McAfee or Norton?
