desktop not loading on start up

I turned my computer on the other day and the background
picture shows up, but the icons and tool bar aren't
loading now. I can access the task manager by hitting
CTRL, ALT, DELETE. That's how I'm accessing the internet.
Any ideas on how to fix this? This sucks. :(

Try using the task manager to go to "File" then "new Task"
and browse the C: drive to see if you can find a system
restore file. then run it.
