Windows XP desktop does not fully load

Issue - User logs into to Windows XP Pro. Blue background
Screen appears,
but rest of desktop does not load. (Such as icons, or
start bar)

Workaround - CTRL-ALT-DEL brings up task manager, select
task list, on
applications tab select New Task and enter explorer.exe.
Then the rest
of desktop loads.

This happens only on our XP workstations, not our NT or
2000 stations.
Multiple novell clients involved include 4.7 and 4.8

Any ideas?

See if Explorer.exe is correctly set as the shell:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
Shell=Explorer.exe
