Designing Dynamic Web Templates For FP2003

I would like to make a DWT that has a header, footer and space along the
left side (around 120 pixels wide) that will be a part off the template and
have remaining space as an editable region. When trying to set the editable
region it will not stay where I've put it when attaching an htm page to it.
It seems to drift when adjusting the width of the page when viewing it in IE
and instead of stopping at the left column where my menu/navigation content
is the editable region is under the menu/navigation bar.

How do you keep that from happening?
