Dynamice Template Menu Diabled, HELP!

I have made a DWT file myself, saved it, have an editable region in that
template. I open a blank HTM page with nothing on it, brand new. I go to menu
FORMAT, DYNAMIC WEB TEMPLATES and all the template options, attached,
detattach and so on are greyed out, Disabled. How do I enable them?

Using Windows XP Professional Version 2002, SP2, with Frontpage 2003, SP3.

One make sure you have a FP Web /Site open first (not just pages)
