F/P 2003 Dynamic Web Templates - not attaching

I've gone to some trouble to set up and save a dynamic web template
a .dwt file.

According to the help files all I need to do is open another HTML file
in FrontPage click the Format tab select Dynamic Web Templates then
select attach, Haa no problem.......... Except the only option not
greyed out is Manage Editable Regions, Not what I want!!!!

Please Help :) :) :)
