Deleting Program

Hello:

I have an updated program but the old one is still on the control panel and I can not delete it from there.

I seem to remember that there is another place on the computer that also shows your programs and you can usually delete it from there when all else fails. Problem is I don't remember where it is or what it is called, does anyone know what I am talking about and can you please help me if you do?
