How do you delete a "Continuous" section break in the middle of a section,
without it overwriting the previous "Next page" section break with a
"Continuous" section break?

I suspect you can't, but you can then change the section start type of the
new Continuous section to "New page" on the Layout tab of Page Setup.

I have come across this problem in the past and have had some success with
the following procedure that I came up with. So long as the continuous
section does not have column settings and such-like, the following should
help.

With Non-printing characters showing.
Select the paragraph mark just before the Continuous section break, the
break itself and the paragraph mark immediately following the break. So it
looks like you have three paragraphs selected.
File | Page Setup | Layout
Change the Section Start box to New Page.
Now sort out the Headers and Footers, for the new section and the next
(following) section. i.e. the “Same as Previous†links. I tend to turn off
these links.
Now you can delete the New Page Section Break.
You can now sort out the headers and footers, as required.
Best of luck.
