deleting a file from recycle bin

I have a file in my recycle bin that refuses to be
deleted. an error msg says cannot delete being used by
another person or program. no other person exists and I
know of no other program. a search resulted in this file
being in the recycle bin where I'm trying to delete it
from. what can I do???
