Can't empty Recycle Bin!

There's one file in my Recycle Bin that cannot be deleted, nor will it
Restore to its original location. It's an Adobe .eps image that I dumped a
couple of days ago. Now when I try to empty the Recycle Bin, nothing happens
at all. I can go in and delete individual files in the Bin, but when I get
to that one, I get this message: "Cannot delete Dc20: It is being used by
another person or program." No other programs are running, and what the heck
is Dc20, anyway? The .eps file has no such ID anywhere. Is there a
'stealth' way to get rid of this? Thanks!

Empty it in safe mode. Or get CCleaner, it gets rid of everything.

Thanks to both of you for the tips. On advice from another group, I
right-clicked Recycle Bin, selected Properties and then set the slider for
zero capacity. On next bootup I reset the slider to 5% and everything seems
to be working fine now. Nonetheless, I have downloaded that Unlocker program
(it seems quite useful!), and I'm familiar with CCleaner, although I didn't
think of it for this.
