deleted items are not being sent to the recycle bin

when users delete files, the items are being permenantly deleted. Have
checked the properties of the recycle bin to ensure "Do not move files to the
Recycle Bin. Remove files immediately when deleted" IS NOT checked. have
redone profile as well and still same issue. Is there a fix for this?

If the users press the shift key then deletes a file, it doesn't go
the recycle bin (just deletes it) - just a thought.

Tom,

these files are local. there are no policies in effect for these users
either. when a tech logs in with their account, which has admin rights, and
deletes a file, it gives them the prompt that item will be sent to recycle
bin. users are not doing the shift+delete. so any assistance is appreciated.

Sounds strange, specially as there is no policy set defined somewhere
(but it seems to affect all domain users, right?)
What happens if a user drags and drops an item on the desktop to the
recycle bin (Does that item show up in the bin after)?
And second, does the "Move to the recicle bin confirmation dialogue"
appear when you delete a file by just pushing delete?
