delete all favorites

I can't delete my favorites permanently. They remain
deleted for the current session but reappear in the next
session (after one logout). This is strange as this
happens even after I delete the entire favorites folder
from my "Documents and Settings" folder. Can anyone tell
me
how to delete favorites? I'm using IE6 on win2k pro.
 
They are probably shared by all users and therefore restored from that
folder when you restart.
