Defrag only for Administrators? Why?

a simple but vital question: is there possibility to
permit also workstations's local power users/users to
execute defragmentation utility?

As far as I know, only by using the RUNAS command.

You ask 'WHY'? As part of the defrag, it must be able
to have low level file permissions to the entire disk,
which only administrators have the power to do.
