Unlocking Disk Defragmenter for Users Group

We are currently working on a Locked Down Desktop PC prototype to be rolled out to all of our users. We would like to grant the ability for the end user to have the ability to run disk defragmentation on their local hard drives. Each end user will only have regular user rights, no power user, no admin, no operator, etc. In our testing with a test acount we can get to the Disk Defragmention MMC but when it opens up we get the error "You must have Administrator privileges to defragment a volume". Is it possible to open up volume defragmentation to someone with regular user permissions? If so were would you go to designate permissions to allow the defragmentation? Any ideas?

The official MS answer is to use "Run As"--

If you use Task Scheduler, you can schedule defrag to run at certain times,
and specify that it runs as an administrator account of your choice. You
may need to tweak it a bit... That's all I can think of.

You can use group policy to enable it. You go to User configuration -> Administrative Templates -> Windows Components ->Microsoft Management Console-> Restricted/Permitted snap-ins and enable "Disk Defragmenter".
