Default setting for chached exchange mode not taking effect

I'm finalizing a transform for Outlook 2003 that is set to enable
cached exchange mode. For some reason, the setting does not take
effect on the profile that I install Outlook with. It takes effect on
every other profile whether it is a new one or already existing one.
I have used Microsofts office deployment toolkit to put together the
MST, and I've double checked that the cached mode should be enabled.

Some companies use the NoOST setting in the
registry for controlling Offline folder and calendar
caching. Perhaps this has been set on that machine.
It is a registry entry that will prevent caching from
being able to happen. The article below will show
