Decent PCI Express card with DVI output?

Hi. I just obtained a decent LCD monitor with a DVI input: 19", response
time 4 ms, contrast ratio 1400:1, brightness 300 cd/m2.

What is the best PCI Express card with a DVI output that can be had for
under US$60?

Additional notes: My system already has a Nvidea GeForce 6150LE chipset
on its mainboard and I'm not impressed with its graphics performance. It
does not have a DVI connector. As I scroll web pages, the text becomes
blurry; no better than CRT monitors and US$90 PCI graphics accelerators
of vintage 1998!! I wish to be able to read text as I'm scrolling down
web pages.
