"Custom level" and "default level" buttons grayed out

I'm running Windows XP SP2 with all the updates on a Dell Dimension
8200 desktop PC. On the security page of the internet options dialog
in IE 6, when the Internet security zone is selected, the buttons for
default and custom levels are grayed out, even though I am running
this as an administrator. I have Norton Systemworks 2005 installed,
but the problem persists even when the antivirus program is disabled.
Ideas?

This phenomenon is usually Spyware related.
*First* back-up your Registry _most vital_ step.
Follow the instructions below, save your back-up to a safe place
where it can be retrieved in the event of a catastrophe.

Next: Download this Registry fix:
http://www.mvps.org/winhelp2002/RepairTabs.reg
Right-click and select "merge" to your Registry.
Reboot and post back your findings.
