IE6 Custom Security Level button greyed out

I have a few users complaining that their IE6 SP1 installation will not
download active X etc. When I look at their security settings for the
internet zone, it shows the default level box, and the custom level box,
however the custom level box is greyed out.

Here are the details

IE6.0 SP1 build 2800.1106
Windows 2000 SP2 No domain login
No policies are specifically set on these machines
No Internet Explorer Policies exist in the registry
(HKEY_****\Software\Policies\Microsoft\Internet Explorer\Control is not
present)


Can anyone tell me how to get it back?

Verify the Flags registry value:

Example: For Trusted Zone:

Thanks, setting the value to 1 worked. Why would this manifest itself all
of a sudden. The only issue that we have had on our network with these
machines is the csrss386.exe virus.
