greyed out Custom Level Button

We are running a locked down Windows XP build, and one
of things removed was the security tab in Internet
Options in IE 6. This was removed in Group Policy.

My problem is, that when I change the Group Policy to
allow this tab to be viewed, the custom level and
default level buttons do not appear, the are "greyed
out".

Anyone any ideas of where to reinstate these buttons?
