Enable/Disable custom level button?

Can anyone tell me what registry setting controls the
enablement/disablement of the custom level.. button on
the secutity tab of IE options? It's greyed out on my
installation.

I am trying to enable "navigate subframes across
different domains"

Open Registry Editor and navigate to:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\CurrentVersion\Internet Settings

The "Security_options_edit" value decides this option. Delete it after backing up the key.
