Custom Level Button Disabled

I have a problem that I cannot change the Internet Explorer security level
for certain accounts on my Windows Server 2003 box. Both the "Custom Level"
and "Default" buttons are disabled. I have looked through many posts in
this forum on the subject, but haven't come up with any answers. Most point
to the following registry locations and values which do not exist on my
Server 2003 box. Does anyone else know where to look? I have also checked
Group Policy and there are no policies defined which are set to disable the
ability to change IE security settings. I am at a loss.

The registry entries I have looked for (but none of them exist):

Security_HKLM_only - forces the use of the local machine settings rather
than current user
Security_options_edit - prevents changing security zone settings and
disables the Custom Level button and security-level slider
SecChangeSettings - prevents changing Security Levels for the Internet Zone
SecAddSites - prevents adding Sites to any zone

Value Data: (0 = disable restriction, 1 = enable restriction)

Ramesh,

Thanks for the reply, but as I said in my message below, these registry
entries do not exist in Server 2003. I have seen this post before. That is
why I am asking if anyone else knows what might cause this problem. I am
sure this isn't the solution in a Server 2003 environment.

I'm also having the same problem. I checked the registry and these settings
seems to only apply to win2k servers, not win2k3. Has anyone resolved this
issue?

It doesn't apply to w2k3, in w2k3 for a regular user the button will always
be greyed out.
The security can only be set by Administrator.
