Cant click on custom level tab under internet security

I need to enable my active x settings and the custom level tab where you
change the security level for the internet is grayed out, I cant click on it
what do I do

"Sites" button and "Custom Level" slider are grayed out in Internet

Follow-up with malware checkup (just in case). Run these cleaners:

Update 1 & 2 before running a scan.

Clean-up Windows Startup:

Then, run a full system virus scan with fully updated definitions. Try Trend

trojans etc.
