internet zone in security settings won't change

Hello, I am using IE 6 sp2. no zone alarm or firewalls other than my linksys
router. I was doing some routine checks of my system. When i got to the
internet options then the security tab i noticed that the internet zone was
set to custom. i clicked the default level button and the zone went to "high"
i went to go set it to "medium" and i got a message saying the default level
for this zone is "high" please choose a setting of "high" or greater. so it
wouldn't let me change it off "high" i am setup as administrator of my
machine so i know that isn't the problem. i do not have any GPO's set to do
this. so i logged off my user account and logged on as the local admin. this
time when i went to the security tab the zone was again set to custom but
this time when i clicked default level, the default level button "greyed out"
but the zone was still set to custom. anyone know why this is happenning?? i
really do not want to wipe my machine clean and re-install windows unless i
really have to.

Hi Mike,
If I'm understanding your issue right,Try edit the Registry but be warened
editing the registry in wrong way can render your computer Useless.
Open the command run type in : regedit32.exe or regedit.exe and in the
Registry Editor locate this key:

HKEY_CURRENT_USER\Software\Microsoft\Inrenet Explorer\Security.
In the Right Pane/Window Change the setting for these;
Safety Warning Level : Query
Sending_Security : Meduim
Viewing_Security: Low
To do the changes Right click on each and select Moddify and Enter the Data
in the text box.
Then exit the registry and reboot and see if your changes been made as
default.
