Internet security settings...

I am running a Windows Server 2003 with all known updates, and using
IE6 also with all known updates. My issue is that I when I attampt to
change the security level for internet below "High" I get a pop up
stating:
"The recommended security level for this zone is High. The level that
you have chosen is lower than this. Please choose a security level of
High or higher" It then resets itself to "High"

I need to run a special web based app on this server and the only way
it will run is with a security level of medium. I have added the site
this app runs off as a trusted site but still will not run. i have
checked any and all GPO and found no settings that would be restricting
me. I have even tried using different admin account both local and
domain. How can I force the security level to medium?

I wanted to add that this issue is not only partial to W2K3, but WinXP as
well. I am having the same issue trying to use the same type of app, and
would appreciate some help with this. I can tell you that I have read tons on
this and nobody seems to be able to address 3 major issues.

1) What in heavens name causes this behavior?
2) Along the same lines as #1, Where does this behavior come from so that it
can be avoided in the future
3) What is the solution to this. MS-MVP onlookers.... I am asking you.

Please advise.
