Cross-references not working properly

I'm hoping someone out there can help me. I'm working on creating a
template using outline numbering (I followed Shauna Kelly's
instructions for Outline Numbering) and I'm trying to cross-
references the heading 1 within the documents and every cross-
reference is correct and updates if I add in a new heading except for
the cross reference to Heading 1. If I add something before Heading
1, the cross-references to heading 1 (Item I) stays 1 (Item I) and
doesn't get updated to 2 (Item II).

Any suggestions?

That was an excellent demo; thanks.

However, if I understand this correctly, it is bad that Microsoft is asking
users, if they want to add a new paragraph before a given paragraph, to
remember to go to the end of the previous paragraph rather than the start of
the given paragraph, before pressing Enter.

Is there another way? I always forget to go to the end of the previous
paragraph, and there is no warning, i.e. I only find out that my targets are
stranded weeks or months later, when casually reviewing a document after the
fact. This problem has existed in Word for at least a decade. I am amazed
that the world community (especially legal document drafters, who really
heavily on the accuracy of their xrefs) has not complained louder about this.

Whatever happened to the MS mantra: "Works the way you work?!"

Sorry, I did not see your additional question until now. Thank you for the
feedback.

No, I don’t think there is another way – or an easier way. At least, I have
not found it.

The bookmark problem only occurs if you have already added
cross-reference(s) that refer to the paragraph in question. But if you are
editing a document with cross-references, you may not know or remember which
paragraphs the cross-references point to. Therefore, it is always a good idea
to treat all headings as potentially cross-referenced, i.e. try to remember
to go to the end of the previous paragraph. I also sometimes forget…
