Crop feature

Powerpoint 2002 - Under Toolbar, have enabled "Picture" function. All icons
appear on menu bar and are active, with the
exception of the "crop" icon (remains greyed out when clicking on the
picture). Any idea how to enable this function?

What type of picture is it? Is it clipart, or is it a photo?
