Are you using Windows Server 2003 or Exchange Server 2003?
Outlook used with POP3 accounts can have a large number of rules.
Previous versions of Exchange server has limited space for rules. Exchange
2007 does not. Millions of folders is not a good way to manage mail - a few
folders and either search folders or views to sort them into virtual folders
is often better, especially since rules are difficult to manage.

I have Outlook 2007 with Server 2003 and I have found that I can not make
enough rules to send emails from my inbox to new folders that i have made.
I
like having emails grouped for easy access when you are seaching for old
emails. I guess Microsoft feels that we should have a finite amount of
rules.
