DOS? Or one that can read NTFS?

DOS is no problem.. Format a diskette using Windows and check Create a Boot
Diskette.

If you want the other - just boot with your CD.

Microsoft has programs on their download site that creates
a set of six disks which allow you to boot from your
floppy drive. Go to the download site through
www.microsoft.com and seach using boot disk as the seach
term. Note that their are different programs to creat
bootdisks for the original, SR-1, and SR-1a for each
version of both XP Home and Professional for a total of
six. Use the one for the version on your fixed drive.
