slighly off topic, but can someone help please

I am trying to install windows M/E to a laptop, i have formatted the hard
disc, so i tried to boot from a bootdisc and i got to the 4 options and i
pressed number 2, start computer with cd rom support, but when it had loaded
the driveri got this message :
This driver is supplied by Oak Technology Inc.
OTI-91X ATAPI CD-ROM Device Driver

Device name: MSCD001
No drives found, aborting installation
can anyone please tell me what i need to do,
